The President's programme
The four-acre model, the Parish Development Model, the skilling of the girl child and the value addition that turns production into industry. This is the programme the office carries, and each part of it is set out here with the dated engagements that show it at work.
The national objective
The next five years must be the 'Decade of Value Addition.'
The position was set out in the office's own analysis of the 2026 Cabinet. Uganda moves from producing what it grows to processing, packaging and selling what it makes.

Four pillars of the programme
Value addition
Uganda sells what it grows. Coffee, tea, fruit, dairy, grain and beef leave the country as raw material and come back as finished goods, and the difference is paid for elsewhere. The office follows the consignment from the farm gate to the buyer, and the first processed beef consignment to Ethiopia was flagged off at the Ranchers Finest premises in Kawempe.
The President on this
“A kilogramme of unprocessed coffee beans could fetch about $2, compared with approximately $40 when processed.”

The four-acre model
The four-acre model gives a family a defined plot to work commercially, and the Parish Development Model carries the same logic to the parish. The office takes both into demonstration farms, where the argument is made in the field rather than on paper: at Wakiso in 2024, and at Ssebobo in Mityana in July 2026.
The President on this
“Uganda has got 40 million acres of good arable land and if only 7 million acres were used the way Nyakana utilised his part, the country would have 105 million jobs in small scale commercial agriculture of the 4-acres model or less and the seven economic activities, alone.”

Skilling
The Presidential Initiative on Skilling the Girl Child and the Presidential Skilling Centres turn training into a route into the value chain, so that agriculture reads as a commercially viable career rather than subsistence work. The office supports the centres at Subway, Luzira, Kigoowa, Nakulabye and the certifications that follow them.
The President on this
“The President said he established skilling hubs to provide free six-month skills training for youth who had lost hope.”

Wealth and job creation
Money, not subsistence, is the measure. It is the measure the President applies to every programme, and it is the measure the office reports against: a SACCO with capital, a farmer paid more for a processed crop, a young person with a certificate and a trade, a diaspora investor putting money into a factory.
The President on this
“The message of the NRM is of two words, wealth and job creation.”
